The latest World Trade Organisation (WTO) global trade liberalisation
talks ended in failure in late July. In the end it was not a division between
developed and developing countries that prevented an accord, but rather a
division among developing nations with regards to a proposal made by the WTO.
The Brazilian government accepted the WTO proposal after receiving an offer from
the European Union (EU) and signals from the US showing their willingness to
grant Brazil trade concessions for its ethanol. But Brazil's developing world
partners, especially Argentina, interpreted the adoption of a conciliatory tone
as a “betrayal" of their previous stance against developed
